How To Submit Proposals





Introduction:

Welcome to the new Proposal Submission System (PSS). In this tutorial, we will provide guided steps explaining the process of submitting a research proposal for review by the Mid-America Transportation Center.
Please follow each step carefully, being sure to read all information provided.

Step 1: Registration

Before you can begin filling out your proposal, you will first need to register for the PSS. To fill out the registration form for the PSS, please click here.

Fill out the first name, last name, and email address fields.

If there are any records in the MATC people database matching your name or address, it will appear. If you already have a record in the people database, you can select it and use it to auto-complete the next registration form.

If there are no matching records, click the Create New Account button to continue. Complete the registration form, paying attention to all of the required fields.

Step 2: Logging into the PSS

Once you have registered for the PSS (or you were provided your registration information from another party), you are now ready to login. To login to the PSS, please click here.

After logging in, you will be taken to the homepage. This page provides you with all the tools you need to submit, manage, and view your proposals.

Step 3: Submitting a New Proposal

To submit a new proposal, begin by clicking on the "Submit Proposal" in the navigation bar. This will take you to the initialization page where you will fill in the proposal name and start/end dates.

Upon completing this information, click the "Continue" button to be taken to the "Proposal Summary" page. This page allows you to see an overview of all parts of the proposal, which has been broken down for you in order to ease burden of the submission process. Once a section has been completed, the appropriate status will be displayed next to the title of the section. You'll notice that the first section has already been completed.

If an item is listed as completed, it can still be modified. Simply click on the (edit) link.

Continue throughout each section to submit all required information. Each page contains information on what needs to be submitted. Read below for specific information about each section. Skip to step 4 to complete your proposal submission.


Principal Investigators

For the principal investigator, enter the following required details:

  • Name (first and last)
  • Job title
  • University
  • Department
  • Email address
  • Street address
  • City
  • State
  • Zip code
  • Primary phone number

All other fields are optional. If your proposal will not have any Co-PIs, you do not have to enter any information for them.

Proposal Content

For this section, you are required to provide your project’s abstract.

Additionally, you can specify the type of project you are doing and the areas in which it relates to the MATC Research Portfolio.

MATC Publication Information

For this section, you are required to provide:

  • A brief description of your project.
  • The objective(s) of your project.
  • Potential benefits of your project's research and findings.

This information will be displayed in MATC's publications if your proposal is selected.

Project Monitor

The PM should be a professional from the public or private sector who has expertise in the technical aspects of the transportation topic being researched. The PM will provide advice throughout the research project and will work with the PI on technology transfer initiatives. The contacts between the PIs and the PM will be reported in the Project Monitor Activity section of MATC's Quarterly Reports. At the conclusion of the project, MATC will provide a draft report to the PM and solicit review and comments which will be included in the final document. Please note, project monitors may not be a Co-PI.

For the project monitor, enter the following required details:

  • Name (first and last)
  • Job title
  • Organization
  • Department
  • Email address
  • Street address
  • City
  • State
  • Zip code
  • Primary phone number

Relation to Other MATC Research

For this section, please select one of the options corresponding to how your project relates to other MATC research. The following options are:

  • New project
  • Continuation of a previous project
  • Other

If you select the second or third option, please provide the requested information in its respective text box.

Funding

In this section, you are required to provide the total amount of federal funding requested, and you are required to provide at least one source of matching funds.

External Reviewers

You are required to provide 4 external reviewers for you proposal.

For each reviewer, you are required to provide the following information:

  • Name (first and last)
  • Job title
  • Organization
  • Department
  • Email address
  • Street address
  • City
  • State
  • Zip code
  • Primary phone number

The first reviewer is required to be from the US Department of Transportation, but this is not required for the remaining 3 reviewers.

Upload Files

You are required to upload the following files:

  • Proposal document
  • Proposed budget
  • Principal Investigator's CV
  • 1st Letter of Support

You may upload CVs for Co-PIs if your proposal has them, and you are recommended to provide up to 4 letters of support.

Step 4: Completing the Proposal

Once all sections have been completed, you will notice that the "Complete Submission" appears. Make sure that you have finished your proposal, because you cannot edit it after it has been submitted.

Step 5: Proposal Submitted

Once submitted, the proposal will now appear on the "View Submitted Proposals" page. MATC directors will review the information. If your proposal is approved, requests for reviews will be sent.
